Workforce Innovation and Opportunity Act
The Workforce Innovation and Opportunity Act (WIOA) is a federal program that gives workers the chance to learn the skills and information needed to compete in the new economy. Under WIOA, training programs are certified as meeting certain standards.
Eligible Minnesotans can use federal WIOA funds to pay for training programs that are WIOA certified. WIOA certified training programs include registered apprenticeship programs with the Minnesota Department of Labor and Industry, Apprenticeship Unit.
Information for Individual Applicants
The goal of the training program is to secure specific employment rather than just increased employability. A training program that is WIOA certified has met or exceeded certain performance standards established by Minnesota's employment and training community.

Information for Training Providers
WIOA certification is designed to bring a system of "quality controls" into the federally-funded training program system. A training provider may apply to have one or more eligible training programs evaluated for WIOA certification. An eligible training program consists of one or more courses that, upon successful completion, lead to industry-recognized credentials such as a diploma, industry-recognized certificate or licensure, associate degree, or bachelor's degree. The process provides standards that training providers must meet in order to receive WIOA training dollars.
To submit training programs for WIOA certification, training providers must first be licensed, registered, or otherwise exempt by the Minnesota Office of Higher Education or other governing state agency. WIOA certified programs and courses must also be listed on the state's eligible training provider list.
